Guess: Nerfed due to new raid (Destiny)

I get why they would do that, I guess. But it always seemed like it was "working as intended" to me. It seemed smart to make a weapon with a huge downside that you could pretty easily negate if you were a Defender or had one on your squad. Seemed like a good way to sort of sneak in an overpowered weapon.
Or just reward some creative thinking.
