What's the deal with MULE beacons? (Gaming)

Sometimes I feel like I can sneak right by them, other times it doesn't seem to matter what I do, they fire off.
What's the deal? I know they ping cargo, but that hasn't seemed to matter for my ability to sneak by them--I've walked by plenty of them while fully loaded.
P.S. Cody is right about making roads. I spent almost two hours single-handedly building the road from Lake Port City to the Engineer, and I shot up from something like 6,000 likes to 20,000 likes in about half an hour. They just start pouring in.
