How is Bungie going to fix this?

Removing rejoin if you drop is just… that doesn't feel like it's a good thing.

That is the obvious band-aid fix here. The slightly more convoluted one would be to change the rejoin code to check for same character. That would prevent burner cards from being a thing.

The "let's not mess with the network" fix could be making cards account-wide.

It kind of IS a victimless crime.

Not really. The existence of an exploit gradually undermines the player pool. Check my vicious cycle post.
