Definitely sounds like an AI made by us to me. A rampant one, at that, with that "cast off the shield and [...] shrugged" line.

I only have two of the 6 listed in Legends and Mysteries, and the other one isn't much help here.

Yeah, shrugging off billions certainly sounds like he re-prioritized earthlings a little further down on his list of importance. It would have been something written around the time of the fall or shortly after. I always wondered why finding one of the WarMinds was such a big deal, considering having a few of them did us little good in the first collapse. However, if Rasputin went AWOL, or worse was a detriment, it might mean that having him on our side (or against our enemy) might actually be a big deal.
