I've found a pattern that suggests a different way of numbering the squares:

The hex values are the squares of the numbers 0 to 9.

First row as hex:
31 40 51 51 10 01 24

First row as decimal:
49 64 81 81 16 1 36

First row, replacing the squares with the corresponding digits 0..9:
7 8 9 9 4 1 6

Here's the complete grid if we replace the squares with their single-digit roots:
