Where are you discerning the letters?

Well you seem to be asking the right questions. The question we are currently tying to answer is what is the question. Fun right? We have been given data and been told that in the haystack is a gold needle. Or perhaps the metaphor should be that we have been given marble and been asked to help free the sculpture from the marble.

Right now - for me - the question is if there is any significance to the pattern (and for now presume there is), if there is a key required or simply part of puzzle, and how we would know we have found the answer, because since we don't really know the question the answer could very well be the numbers - not letters. Its a pity there is only one "/object of particular interest/".

Edit 2: It also should be noted that just because letters don't mean anything now doesn't mean they won't mean anything. There are alot of classical ciphers out there. Currently playing around with the idea of the possibility of either a playfair, transposition, or substitution type cipher. Type being the key word in my particular case - not the puzzle.
