I have noticed the number 7 is the only one that does not repeat itself in the same line nor column.

9 repeats in the 1st line and 4th column (twice in each)
8 repeats in the 2nd column
6 repeats in the 2nd line
5 repeats in the 7th line
4 repeats in the 5th line
3 repeats in the 3rd column
2 repeats in the 4th line
1 repeats in the first column

Maybe that's the frequency pattern?

EDIT: I was almost going to say 7 is distributed like the Chess Queen's challenge, but not only do we not have an 8x8 grid, but the 7s in the 6th and 7th column are diagonal to each other.

Pattern after pattern, but without meaning. We lack a Key. At least that is the thought. Could be looking right at it none the wiser. :/
