I don't understand the motivation behind the completely random loot system.

How do you not understand it? It's designed to keep you playing the game by making everything you want or want to do take longer. I explained this three years ago.

Right now, there's no feeling of progression. I'm just playing a slot machine on a weekly basis.

But you are playing, and that's all that matters to Activision.
