Apparently there's a strange tipping point for engrams. Even if you're over 350 Light, you won't reliably get >350 from engrams until all your gear is 350.
Not sure if thats intentional, and cant verify until I get a higher LL helmet, but thats what Ive heard.
My light level is 347, and I just got a 351 hand cannon from a faction rep pack. TIME TO GO BUY SOME BOOSTERS! ;p
