That may be true, but what about stuff you have to pay money for? My example earlier on was buying the game itself. You have to buy two copies of the game right, if you want to play on 360 and XB1? It would make sense to also make people buy two DLCs, one for 360 and one for XB1. Idk.

Well I think it may actually unlock within your bungie.net account where your 360 and XB1 accounts are tied. I believe this because the "DLC" will be downloaded onto everyone's machine, at the very least whatever loot it includes since non-dlc players will still be able to see you just fine, at least that's what I got from the description.
