Think about it. The backstory of the Traveler and the Hive show there were a multitude of races, but space travel is difficult for all but the Vex, Traveler, and Darkness.
Add on that the Hive have been wiping out multiple species and empires every century, thousands upon thousands if you believe the data in the World's Grave, and you have a major answer to the Fermi Paradox.

The Darkness, and it's proxies the Hive, have destroyed the higher ruling forces of the galaxy and now all you have left are individual species that haven't been contacted yet due to obscurity and distance.

There is no universal holo-net or FTL newsfeed or anything. There is no way to find the Traveler or the Darkness short of going to a system and looking for them. The Cabal have a splinter fleet here but really don't understand what the traveler is or it's importance. The fallen do, but are here by happenstance. Only the Vex planned to be here, because they knew the Darkness would be here.

Whatever other races are out there don't know what's going on in the Sol system, and even if a message reached them now it would take time to get forces here using the conventional FTL systems shown in game.
