It's still terrible for PvP, those perks don't affect it (Destiny)

Emphasis and tag added, because we now have armor that can have element-based armor-plus-ups. I don't know how much elemental-defense that node on the armor adds, or if there's any other way to tell what element-armor your opponent has on aside from inspecting them...but just to say that elemental-damage isn't as PvE-only as it used to be.

Elemental primary weapons would not be affected by this. There are perks for: increased armor for a subclass with a specific element or armor against a specific elemental burn, or recovery from splash damage from a specific element. The only thing it could actually affect is how well swords would defend against it, that's it. Having an elemental primary would not matter in all the situations except the swords, but even with swords it's such a weird instance it'll barely ever help.
