The key phrase is "at least"... (Destiny)

Didn't we get the first round of previously exclusives once that "at least" was up? It seems like there was some reason for us to expect that to happen every time... at least based on what happened in the first year or two.

Because that would be AT MOST (or at longest for a time equivalent). Do words not mean anything?

At least means that the listed date is the earliest possible the exclusives could be made non exclusive. It is not a guarantee.
At most means that the listed date is the maximum, and once the date is passed the content will be made non exclusive.

All that "at least fall 2016" would mean is that you know you won't get it before that, but you have no idea when after that you can get it.

Wording is important.
