I'm sure the problem is something to do with bringing the player back to life.

I suspect they "reconstruct" a new player rather than re-constituting the old one, in a.

1- start with the base player.
2- add the talent modifications.
3- change stats based on gear

I suspect that in stage 1 they are applying ammo pre-perks.

I also suspect that ammo isn't a simple number, as your ammo definitely changes in other ways at death (other than the loss of heavy ammo).
