Because you have 7 rockets of 7 with the perk, which is 100%. Save 100%. Apply it. You now have 5/5 rockets. Apply the perk, now you have 5/7 rockets.

Someone else already pointed this out, and there's probably something fundamental about the order in which things are applied or reconstructed or whatever.

I'm no coder, but if the fix was as simple as you think, it should have been fixed by now. It hasn't been. So it's probably not nearly so simple a fix.
