Isn't that mostly an issue with the Xbox One version?

Whoever told you that was incorrect. And probably named Korny. ;) It is quite bad on the 360, though. I would imagine its performance on PS3 is similar to 360, but I haven't played on that platform since the Beta so I'm not sure.
