I have the game on both platforms, but so far haven't played PvP on Xbox so I can't compare directly (although I do find load times are generally faster on PS4)
In terms of my overall experience with lag on Ps4, I'd say Destiny as been more or less on par with other online games I play. A tough match every now and then, but generally pretty good. The one real exception was during December's Iron Banner event; it was a lag-filled nightmare. Game after game of full red-bar teams.
