Yeah, it drops from the bags Eva gives you, and also from dismantling Legendary masks.

I don't think that it does unless it counts as "Random Festival Candy". You get one from your first bag along with the guaranteed Legendary, but no on I've talked to has gotten any more. Eva's bags don't say glue is possible. Unless someone has proof otherwise it looks like you get two max for free.
