Yes, but in D1 they needed to distinguish because both types of playlists existed. Why would they continue to distinguish in D2 unless both versions were also present? Unless they're just leaving the door open to add a "level advantage enabled" playlist in the future, if they choose?
Because a significant portion of Destiny players are returning players, and this is a change from what they know.
