I know this is going out on a limb... or 4, but I wouldn't mind going the Halo 2 elite route with the Fallen. We fight, find out we are bonded much closer than we previously thought and now have a buddy cop movie between Guardians and Fallen Angels... defenders?... maybe shepherds?
A fallen captain wearing sunglasses and chewing on a toothpick just popped into my head.
