I read that to mean that internal playtests can't show you everything that playing at full scale can. Like with the raids.

I read it more as snark, but I can see the point. I just think it applies less here; the testimonials of forum goers have all painted the changes as immediately obvious, and I'm sure the team at Bungie noticed them even more acutely. Korny isn't noticing exploits, he's noticing changes in dynamic, and I'd be hard pressed to believe the Sandbox team saw them and said, "Well, we didn't mean for that to happen, I guess we'll have to live with it."
