I think the issue is that private matches and Forge mode would be prone to abuse. In Halo, where level's didn't really matter it wasn't a big deal, but in Destiny you could level up all your gear basically off line and then take it into PVP for an advantage. Yeah, it doesn't mean you can't grind PVE to level gear, but some people will do it in order to get those perfect stats. I mean stat resets are a PAID thing in COD just so people can brag.
