...reading through this thread gave me an idea. May or may not be balanced, but might be worth trying out sometime.

What if you could give up over-time resources to loan out a gun from an NPC?

Maybe a gun can be gotten fairly easily if it has limitations... maybe you give up glimmer gains when using the gun. Maybe you get locked out of other ammo class types. Maybe you get no faction gains while using the gun. Lots of ways to pay over time for a weapon that isn't necessarily crippled, allowing partial access to have fun with the game, with the option to "unlock" it fully over time, either as part of this rent-to-own idea or through a completely separate questline. Lots of options here...

But it would essentially even out the playing field for players to have fun in a more up-front way, with something to work towards.

Not sure all guns should be in this boat... but mega-reward guns and things that have a ton of time-gating would benefit greatly with this paradigm, allowing some sort of limited access.

Banshee would be a good starter candidate for this, and there is some precedent there in D1 using loaner guns for his bounties.

Just a thought.
