When people talk about rising development costs due to new hardware, they're not referring to greater difficulty of developing a particular thing. They're talking about higher amount of stuff to be developed. It's not an unfounded concern; the amount of time spent developing and applying assets has increased substantially with each generation. The notion of several hundred people spending several years developing a game was nonsensical in the generation before this one, but now people don't bat an eye.

Whether that trend will continue as steeply is a worthwhile question, though. Development tools are always improving, and in a lot of ways graphics in the console space could be improved drastically and take *some* advantage of the new hardware with very little additional work.
