I'd say it works well both ways, mostly because the sky can be both dark and light, and the silhouetted skyline can also be both dark and light. Oh, and despite what a lot of people are saying, the outer circle isn't intended to be The Traveler (although I like the unintended symbology) — the b.org logo is taking the place of The Traveler from the original diorama, hovering above the city (hence the skyline below).
