Those were fine. The game didn't have an in game collection thing for them at that point. Either or is fine. I'd prefer it if either they dropped the collection element or made the guns legendaries.

I'm not sure I understand your point about the collection element. They were always collectible, if you chose to think about them that way.

The only thing that has changed (I assume this is what you are referring to) is the terminals that let you buy back any Exotic you've ever earned before. I just see this as a way to take pressure off the vault space issue.
