Changing the reward to Legendaries requires that they not be as good, otherwise you can have two exotic-tier weapons equipped at the same time, breaking what semblance of balance they DO have in the game.

Ah, the good old "Fatebringer + Black Hammer + Gjallarhorn" days. Good times :)
