That's only of the only exceptions I can think of, and if you had chatterwhite in your inventory at the time you completed vog, it wouldn't drop. The game just didn't check the kiosk to see if it was unlocked, probably because the kiosk was added later.

I believe they didn't start having it check your inventory (not kiosk) until a few months into the game.
