Return to D1 style factions. Doing any activity earns you Rep with your pledged faction, which you can change at will like in D1. Earn weapons and gear and shaders and whatever else whenever you play.

Then bring Faction Rally back like now. You cannot change your pledge for the full week. Rallies could have an exclusive shader, maybe exclusive ornaments or even select weapons or gear. Give them neat exclusive things to work for during rallies, but let folks earn the baseline gear and shaders and weapons whenever they want.

1. Your account pledges to a Faction (You can change at any time other than during a Rally Week).
2. Do bounties/challenges for the Faction to earn Rep all the time.
3. Leveling up works like it does now, random drops from engrams.
4. Make base armor buyable if you don't get things from engrams.
5. Faction Rallies are for chasing ornaments & shaders, winning Faction still gets their weapon for sale.
6. Ornaments are not locked behind a Rep level, only objectives.
