It's a way to generate excitement (Destiny)
The week long events are something different players can anticipate and get excited for, like weekend football games.
The problem stems from the very large variance in the time players can invest in the game. Some people have the time to achieve everything on a faction in one go. Some can't. The problem becomes that the most vocal people online are the ones with the most time, and so Bungie has actively added content that is going to take lots of time to complete per season to appease the high time investment players.
Those of us who don't have the time will have to settle for not being able to access all the content.
