Is anyone else experiencing "New Gear Bottleneck"? (Destiny)

I avoid it by not caring about Trials or hard mode raiding. It does sound like a legitimate and frustrating (if 1%) problem though. Maybe Etheric Light or some such thing should be a very top tier reward that instantly pushes items above 300 to whatever the max Light Level is?
