The question is-- why are you upgrading the Hung Jury if these other guns are interesting?

Because you have to have 300+ weapons for end game activities, and every little bit helps, and weapon parts are at a premium. So you face the choice between making the weapon you love and know is good (and fun!) better, or potentially wasting very precious resources into a low light weapon that COULD be good, but might not be.

I think they are hoping that the weapon pool is diverse enough, and there is enough parity, that when people are pushed to choose one weapon over another, not everyone will make the same choice, leading to greater variety in the field and amongst fireteam members.

I feel like that is probably true, but it's very easy to get shoehorned in to using a single weapon just because of the sheer cost of upgrading weapons. If you already have a relatively high level weapon, it often makes sense to just keep using that one.

I don't think it's a problem for most people, as 280 weapons are more than enough for almost every activity, barring Trials and the Hard Mode Raid, so if you want to upgrade a vendor bought weapon or a fun looking dropped weapon, you can just switch to it and run strikes for upgrade fuel.

The problem Cruel seems to be having is that the activities he likes require the highest level weapons, and don't drop enough crap for dismantling like Strikes do. It's a real problem, I think, because you shouldn't be FORCED to run strikes in order to upgrade things, but it's one of the few options available. Just raiding by itself definitely isn't going to give you enough to upgrade anything.
