Yes, and actually it doesn't JUST exist for the absolute top-level stuff. It also exists for any light-level requirement that a person is trying to reach. I've been having the same issue myself trying to get above 290. There simply isn't enough stuff dropping that's high enough to make progress with. Almost everything I see is 280 or lower.

Compounding this is the way decoding engrams works. Because I want to keep my highest-light items available to equip when decoding, I'll only use something to infuse when I have more than one high-light item available for that slot. So, for example, if all my legendary gloves are around 280-285, and I get a blue glove that drops at 295, I am NOT going to use that blue to infuse. Instead, I'm going to keep it around for use when decoding. I'll only get to infuse those legendary gloves once I get a second high-light blue to drop.
