Off the top of my head - cultural reasons. In America, there's a pretty strong thread of individualism and privacy. Lots of folks have championed it, so it's just kind of a default mode. Heck, lots of folks immigrated here because they were tired of folks screwing around with their lives, and continue to do so today.

Take Mal Reynolds in Firefly - what else is the point of government (Microsoft) than to get in a man's way?
