I'm not talking about drops. Drop rate - absolutely the cave drops more engrams, but you have zero control over the type of drop, let alone what the item is - if it even decrypts to legendary. With the patrols and the strikes, you have total control over the type of loot and the specific item you want, you just have to grind it out. Grind your rep to Vanguard or Faction rank 2, and grind the marks to buy the armor. You can hit 26 in a week with a lucky RNG day combined with the marks to buy an armor piece. It'll take two weeks with no drops and maxing your marks every week. The first defense upgrade on legendaries does not require Ascendant mats, so you can gain levels there as well!

EDIT: Don't forget about The Crucible. 200 marks per week can net you two armor pieces.
