It feels to me like there is a big gap between level 20 and level 26. You don't really get much better gear unless you start grinding for one of the factions and even then it takes a loooong time. I'd like to always be striving for my next piece of equipment, but in the meantime the best I can get is a bunch of random loot.

Yep, I was pretty much in the same place. That's why I turned my life and my heart to the Holy Cave. The Cave giveth to those of strong faith. Believe in the Cave, He will reward your loyalty.
