All in all, I think we mostly agree. I also feel they would have been better off just sneaking this thing out as a little surprise for current players.
I don't even think they had to be that sneaky about it. They could have just said, "We're going to update PoE, add some new loot, add new customization options, and raise the light cap." They could have still posted screenshots of the new Chroma stuff, the update PoE, etc. Then they would still detail the weapon balance stuff like always. Maybe even detail the way infusion works now.
People would probably be ecstatic if that was all they knew about this update and got to figure out the exact stuff first hand. That would have been underpromising and over delivering. Bungie is just bad at messaging.
