It's really that flexibility that makes the game. I managed to get FO4 early, and have spent 30 hours in the game. Pretty much played it like a job. The flexibility gives you the "just another half hour" mentality. I'll just explore one more thing, or one more quest. Then you get sidetracked.

Anyway, I am very quest oriented. I put the game on very easy, and run quests. However, on my way to an area, sometimes I see other things and explore just because they look cool, like in real life. I then explore them, and it's fun. For example, there was a location called "Cave" in Fallout 4. I HAD to see what was in there.

Other games force you into the quests, or force you into exploring. The beauty of Fallout and the later Elder Scrolls games is you can not only play how you want, but you can switch off for 5 minutes and play the other way with no detriment.
