I'm pretty sure it says it drops from Public events and all chests. I'm also pretty sure it says something like "high level enemies"
It is also possible I don't read things well... lol.
So it's not all yellow bar enemies, It's usually the enemies that would normally drop a chest after killing them. On Mercury, it's both the guy guarding as well as the guy being guarded. In public events, sometimes an extra yellow guy is spawned, like in the EDZ in the windy cove (I think that is the name) sometimes the cabal dog spawns, he can give you one as well as the boss.
Neat. Thanks for the info (and for not just shitting on me). Now if only the Dawning would let me give gifts to you!
